Greg Berlanti, who controls half of The CW, teamed up with his couple Mara Brock Akil and Salim Akil to develop the DC hero drama "Black Lightning." The character was created by Tony Isabella and Trevor Von Eeden. FOX originally won the project with a pilot episode production agreement, but now It was confirmed that it would be transferred to The CW and a pilot episode would be ordered.
